According to FFL website SNK Playmore is going to reveal KOF XIII on 25 March, 2010 in Akihabara - Tokyo.

Oh I think I remember that site; it was one of the first sites to announce Hakumen as a playable character in BB: CT for the arcades, so their info is more or less legit.
EDIT: Apparently an upcoming issue of Arcadia will have more info about it.

　AOUには残念ながら出展されていませんでしたが、SNKプレイモア単体で告知イベントを開催という事ですね。開発度もかなり進んでいるという噂も有りますし、早く動いているところが見たいです。新キャラクター情報など、色々楽しみにしたいところです。

I just don't like any of the others, so really this has got to be a home run this time or... well I'm probably done with the genre (at least ongoing. I'll always have classic games.)

I will be able to confirm this on Friday or Saturday, but Japanese arcade news site Ariesu always gets their issue before it hits newstands, so you can pretty much take this as fact.

The next issue of Arcadia magazine will have a huge feature on the King of Fighters series, in commemoration of its 20th anniversary. In the magazine they also mention KOF13… but they state that the official preview will be on March 25th, at Belle Salle Hall in Akihabara, starting at 1pm. Entry is free for the event, so if you’re in the area, make sure to check it out!
